[ARCHIVED] Fall Inspection Deadline Looms For Winter Projects

STEAMBOAT SPRINGS, COLORADO-October 10, 2022-The nights are colder, the first snows have arrived at some locations across the state, and these beautiful fall days are beginning to get shorter as winter lies on the horizon. Public Works wants to remind contractors and homebuilders to plan now for upcoming work during winter months. 

“In our mountain town, snow can arrive any time and without notice,” said Streets Superintendent David Van Winkle, “If you’re planning on working through the winter, inspections need to be completed before November 1. It might seem like you have some time, but winter will be here before you know it.”

Contactors and homeowners who anticipate needing a temporary certificate of occupancy (TCO), certificate of occupancy (CO) or water and/or sewer service during the winter months, should schedule projects so that the grading and drainage improvements along with utility installations are complete and inspected before November 1. The following outlines inspection options and contact details:  

  • Single Family/Duplex contractors anticipating the need for a CO or TCO during the winter months need to schedule a Final Site Inspection prior to November 1. Final Site Inspections can be scheduled through CityView. Provide your name, project address, and building permit number. Single Family and Duplex Final Site Inspections for CO and/or TCO are not available between November 1 and April 1, weather permitting.
  • Commercial/Industrial/Multifamily Final Engineering Site Inspections can be scheduled through CityView with your name, site address and building permit number (weather permitting). Inspections are not conducted between November 1 and April 1.
  • Water and/or Sewer Inspections for single family and duplex homes can be scheduled through CityView with your name, site address and building permit number. Schedule early as inspections are unavailable from November 1 through April 1. No outdoor water and/or sewer work can be performed from November 1 – May 1 without a variance.
  • Work in the Right of Way Permits may be applied for via CityView. To protect the city's infrastructure from damage over the winter months, excavation in the public right-of-way is prohibited from November 1 – May 1. A variance approved by the Public Works Director is required if projects must excavate in the right-of-way during snow season.
  • All construction dumpsters, port-o-johns, material piles, etc. must be out of the right-of-way prior to November 1 unless a Work in the Right of Way permit is applied for and approved
  • To avoid potential citation in the spring make sure all erosion and sediment control devices are installed and correctly functioning prior to winter. Disturbed soils need to be protected with hydro mulch, straw blankets, or other measures to prevent erosion.

Following a few simple guidelines will set projects up for a successful winter season and ensure work completed does not hinder city operations or result in additional costs for homeowners and businesses.
