Strategic Plan
Steamboat Springs was originally founded in the late 1880s by James Crawford who formed the Steamboat Springs Townsite Company. The Yampa Valley’s mineral springs, lush grasses, river, and streams continued to attract pioneers and by the 1900s, the population surged. The first city charter was declared, and Steamboat Springs residents elected their first town council. Today, the city proudly serves a diverse community of approximately 13,000 people in all facets of life, work, and recreation in our natural environment. Each day, a devoted city workforce of approximately 250 full-time and seasonal employees come together to ensure the needs of the community are met through municipal service.

City Home Rule Charter
On June 19, 1973, the citizens of Steamboat Springs, Colorado, selected Home Rule as the type of government for their City and elected a twenty-one member Charter Commission to draft the Charter. This Charter provides that all powers of the City shall be vested in an elective Council which shall enact local legislation and determine policies.
