STEAMBOAT SPRINGS, COLORADO-June 8, 2020-The City of Steamboat Springs offers the following tips to assist homeowners and contractors in getting the most out of their upcoming cleaning, landscaping and improvement projects.
“Following a few simple guidelines now will go a long way in ensuring work completed does not hinder city operations or incur additional costs for homeowners and businesses,” said Street Superintendent David Van Winkle. “If there is any question as to whether your project is in the right of way, we’d rather you give us a call.”
Landscaping In Right Of Way (ROW)
City Code restricts placing large landscape materials such as berms, trees, and boulders within 10-15 feet of the street driving surface and/or within 15 feet of fire hydrants.
In addition, do not disturb or contaminate the three-foot gravel shoulder next to the asphalt pavement. The area protects the strength of the asphalt and additional water exposure weakens the edge of pavement.
The ROW area, which is typically 30 feet from the centerline of street, is used for snow storage and utility line installation. Landscape materials may damage street maintenance equipment or be removed due to utility work. The city is not responsible for damage within the ROW.
Cooperation now ensures snowplow crews provide timely and cost-effective snow removal service this winter and will help utility companies avoid damage to landscaping during maintenance, repairs or replacement procedures.
Right Of Way (ROW) Permits
ROW permits are required and will be issued now through November 1 for work done within the city’s ROW. Permits are available through the Streets Superintendent or online at steamboatsprings.net. In order to avoid delays at the time of permit applications, please provide updated surety information to the Streets Division.
Keep in mind that it is unlawful for any person, other than the city and those under contract with the city, to excavate, cut, open or trench in or under any street, sidewalk, curb, gutter, curbwalk, alley, public utility easement, city property, or other public place within the city without having obtained a city permit. (Code 1975, § 12.12.020; Ord. No. 2140, § 2, 10-23-07). A violation carries up to a $999 fine per day.
