After more than a year, the dialogue around Cost Recovery for Parks & Recreation programs and services is moving into its final phase when it comes before the Parks & Recreation Commission next week on Wednesday, February 13, 2019.
“We have meet with many stakeholders along the way and throughout the process,” said Parks & Recreation Director Angela Cosby. “However, the final decision will have financial impacts to user groups and we want to make sure that everyone has a voice on the proposed direction.”
During a June 2018 City Council meeting, it was recommended that the Parks & Recreation 
Commission along with staff evaluate recommendations from the 2018 Pass User Fee Study and develop a long-term cost recovery strategy. Since that time, Parks & Recreation Commission has discussed the topic four times during meetings in June, July, December and January.
At this time, the cost recovery direction is based on the overarching criteria around community vs individual benefit; then laid out using a pyramid strategy and methodology that takes into account important community principals such as history, heritage, sense of place, economic climate and community priorities. Parks & Recreation Commissioners reached a consensus regarding the percentage of cost recovery by category and the correlation of service area within each category.
The goals of the upcoming February 13 meeting are to review the cost recovery strategy and methodology, provide feedback on previously asked questions and obtain public input on the proposed direction forward. After this meeting, the Commission will present a motion on the subject, which will go before City Council at a future date.
