On September 24, the state launched the Colorado Applicant Background Services (CABS) program which significantly changes the process for obtaining civil fingerprints for individuals seeking background checks. In Colorado, there are 64 professions requiring background checks for licensing. The new process brings revisions to Steamboat Springs Police’s (SSP) current fingerprinting process.
“We understand some licensing agencies have already communicated the program change to license seekers, unfortunately local vendors for the state program are not yet in place,” said Police Commander Annette Dopplick. “Our goal is to continue to provide an option for local fingerprinting services to our community while the state works through establishing a vendor in our area.”
With the new Colorado program, individuals will be required to use an approved fingerprinting vendor site to submit their electronic prints to the Colorado Bureau of Investigation for processing. The rollout of CABS means the state will no longer accept civil fingerprints from law enforcement agencies when the system is fully implemented.
Until both statewide vendors have been approved, SSP has been authorized to continue providing fingerprinting for civil licensing requirements for citizens; however, the arrangement is temporary. The interim service provides an option for applicants to access civil fingerprinting without traveling to vendor locations outside of the city. SSP civil fingerprinting services is available on Tuesday and Wednesday from 8:30am to 4:00pm. The cost is $10. The state has not yet announced a timeline for completing the vendor transition.

IdentoGO lists a $10 processing fee per applicant, plus state and FBI fees (if required). All appointments including mobile services (for 30 or more people) must be scheduled in advance. Currently, the closest available IdentoGO sites to Steamboat Springs are located in Craig and Granby.
“We expect additional developments to occur as the state moves to the new process, including additional site locations, so it’s best to check the CBI’s website frequently or call the center directly at 844.539.5539,” continued Dopplick.
Colorado joins several other states that are already using third party vendors to offer fingerprinting services for citizens in need of licensing for a variety of professions. The CBI received approximately 200,000 fingerprint-based background check requests for professions such as Realtors®, daycare providers, teachers, and many others last year.
