[ARCHIVED] Fall Inspection Deadline Looms For Winter Projects

The leaves are changing, the nights are cooler and these beautiful fall days are beginning to get shorter as winter lies on the horizon. The City of Steamboat Springs Public Works wants to remind contractors and homebuilders to plan now for upcoming work during winter months.


“In our mountain location snow can arrive any time and often without notice,” said David Van Winkle, Streets Superintendent for the City of Steamboat Springs. “If you’re planning on working through the winter, inspections need to be completed before November 1. It might seem like you have some time, but November will be here before you know it and planning ahead now goes a long way.”


Contactors and homeowners who anticipate needing permanent power, a certificate of occupancy (CO) or water and/or sewer service during the winter months, should schedule project so that the grading and drainage improvements along with utility installations are complete and inspected before November 1. The following outlines inspection options and contact details: 

  • Right-of-Way Inspection can be scheduled by contacting Thorne Clark at 970.846.9337 with your name, site address and building permit number. Inspections are not conducted between November 1 and April 1 due to snow restricting visibility of site improvements.
  • Water and/or Sewer Inspections for single family and duplex homes is through Baseline Engineering at 970.879.1825 or 970.761.0501 until December 31, 2018. After the New Year, contact Public Works Water & Sewer Division at 970.871.8211. No outdoor water and/or sewer work can be performed from November 1 – May 1 without a variance.
  • Excavation Permit (ROW permit) may be applied via the Public Works Streets Division at 970.879.1807. In order to protect the city's infrastructure from damage over the winter months, excavation in the public right-of-way is prohibited from November 1 – May 1. A variance approved by the Public Works Director is required if projects must excavate in the right-of-way during snow season.
  • All construction dumpsters, port-o-johns, material piles, etc. must be out of the right-of-way prior to November 1.
  • To avoid potential citation in the spring make sure that all erosion and sediment control devices are installed and correctly functioning prior to snow fall.


Following a few simple guidelines will set projects up for a successful winter season and ensure work completed does not hinder city operations or result in additional costs for homeowners and businesses.  Questions about these programs should be directed to Street Superintendent, David Van Winkle, or Street Supervisor, Tom Martindale.
