[ARCHIVED] Trash Talking OK When Discussing Commercial Recycling Waiver

STEAMBOAT SPRINGS, COLORADO-April 10, 2024-Let’s talk trash! Upcoming training will provide an overview of the Solid Waste Ordinance 2899 commercial recycling mandate, and how to apply for a recycling waiver and submit through the city's online portal. Plus, participants will get a sneak peek at the upcoming Recycling Modification Plan incentives.

In working towards waste diversion goals laid out in the Climate Action Plan, City Council adopted Ordinance 2899 in March 2023. Among other things, this established a recycling mandate for commercial waste customers which requires compliance by July 31, 2024, with fines beginning in March 2025. 

The mandate states that recycling capacity shall be at least equal to fifty percent (50%) of trash service capacity when container size, number and collection frequency are considered. For example, a property has an 8-yard trash dumpster which is picked up once a week. This means they have a capacity of 8 yards of trash weekly and would need at least 4 yards of recycling capacity each week. 

What is a commercial waste customer?
Commercial waste customers are any residential triplex or larger units and any non-residential customer including but not limited to stores, hotels, markets, offices, restaurants, warehouses, institutions, and community and government operations receiving curbside waste collection services.

What do I (a property manager/owner/HOA) need to do? 

  1. Provide appropriate recycling capacity (at least 50% of trash) on your property.

OR

  1. Complete the Recycling Waiver Application if you meet one of the following conditions: 
    • Extreme space constraints or excessive costs in addressing constraints.
    • Sharing recycling space with another commercial property.
    • Using alternate recycling option.

If one of these situations applies, and you do not believe you will comply by July 31, 2024, then register to attend the training, available both in-person and zoom option. In addition, the training will be recorded and posted on the city’s website and YouTube channel.
