The Recycling Modification Plan application process

Per City of Steamboat Springs Ordinance No. 2958, the Recycling Modification Plan application process will be available for two years to assist properties with the addition of recycling services and associated space issues. This process offers a more streamlined way to make Community Development Code (CDC) site adjustments as needed, with the sole purpose of adding recycling. This allows property owners to request variances to allow space for recycling containers, refuse screening, and reduced permitting fees.

Examples of how/when someone might use this application:

  • The property is adding recycling container(s), does not have any refuse screening, and would like to apply for the Recycling Modification Plan in order to construct refuse screening.
  • The property is adding recycling container(s) and needs to expand the current refuse screening in order to fit the container(s).
  • The property is trying to add a recycling container(s), but does not currently have room on the site. A variance could be requested to reduce the amount of required parking or snow storage, or other CDC requirements, which would allow space to fit the container(s). 

It is recommended to get all submittals together in a digital folder for easier submission when it comes times to submit into the CityView portal.

Specific items to gather for the submittal requirements include:

  1. Proof of ownership
  2. Detailed narrative (to enter into the form) 
    1. Demonstration that the minimum recycling capacity defined in subsection 19-29(a)(1) is met.
    2. Description of the constraints, conditions, and current trash collection container placement.
  3. Existing conditions plan
  4. Site plan
  5. Signage and striping plan (if appropriate)
  6. Architectural drawings (current refuse screening)
  7. Landscape plan (if appropriate)
  8. Lighting plan
