- City Clerk
- The City Clerks Office is responsible for all official municipal records for the City; administration of all regular municipal and special elections pursuant to the Colorado Municipal Election Code; administration of the Steamboat Springs Redevelopment Authority and the local Liquor Licensing Authority; coordination of City liquor licensing registration; and approval of all Special Activity Permit.
- City Manager
- The City Manager is the administrative head of the City and is responsible to the City Council for the administration and execution of all affairs of the City. The City Manager oversees and prepares a complete report on the finances and administrative activities of the City and keeps the Council advised of the financial condition and future needs of the City. The City Manager's office also manages the Human Resources Department, the Public Information office, the Public Access Line (PAL) and the City's website.
- Deputy City Manager
- The Deputy City Manager is appointed by the City Manager and acts on behalf of the City Manager as needed. The Deputy City Manager is the Department Director for the Internal Services Department which includes Purchasing/Contracting and Risk Management; GIS; Computer Services and Facilities.
- Human Resources
- The Division of Human Resources is responsible for administering all phases of personnel management for the City including: recruiting, hiring, firing, benefits administration, personnel actions, mandated federal programs, salary surveys, orientation and personnel counseling. Job listings are published in the Steamboat Pilot newspaper and on our jobs page.
- Financial Services
- The Department of Financial Services consists of four divisions: Administration, Accounting Services, Sales/Use Tax, Water Billing, and Intergovernmental Services.
- Internal Services
- The Internal Services Department includes these divisions: Building Construction and Facilities Management, Contracts and Purchasing, GIS Services, Green team, Information Systems, and Risk Management.
- Legal Services
- The Legal Services Department provides legal services to City Council, City Staff, and City appointed boards and committees. The City Attorney is the legal representative of the City and advises the City Council and City officials in matters relating to their official powers and duties; represents the City in all legal proceedings; prepares or reviews all legal documents and provides legal advice to City staff members. Legal Services also houses the Municipal Court.
- Parks, Open Space & Recreational Services
- This is the City’s largest department and oversees numerous facilities; the Haymaker Golf Course, Howelsen Hill Ski Area, Howelsen Ice Arena; Romick Rodeo Arena; the Tennis Center, and facility rentals. This department also maintains the many city parks, open space, and the trail system and offers recreational programs for participants of all ages.
- Planning and Community Development
- The Department of Planning and Community Development offers a variety of services: applications for various planning and building permit requests and numerous planning documents, as well as a projects status reports. The City Street Map, Zoning Map and Interactive mapping are all available at this site. Historic Preservation, Base Area Redevelopment, Planning Commission, Board of Adjustment, information on the West Steamboat Area Plan, Steamboat Springs Community Area Plan, Community Development Code and the Green Building Program complete this very busy department.
- Fire Department
- The Fire Department has four divisions: Administration, Suppression, Public Education and Fire Prevention (Fire Marshall's office).
- Police Department
- The Police Department is comprised of six divisions: Administration, Animal Control, Code Enforcement, Investigations, Patrol, and Records.
- Public Works

- The Public Works Department has six Divisions: Steamboat Springs Transit (SST), Steamboat Springs Airport, Engineering, Street/Fleet, Utilities, and the Wastewater Treatment Plant. The SST Division provides local & regional bus service. The Airport Division manages the City's general aviation facility. The other divisions manage the City's infrastructure by providing snow plowing, street maintenance, fleet management, water and sewer service,and stormwater management. This Department also reviews new development, design and construction management of new infrastructure, and management of alternate mode improvements i.e., sidewalks, trails, crosswalks, bike lanes etc.
